Fan Xiyang (1956--)

He was born in Zixing Hunan Province, a College graduate from Shenyang Normal University. He joined the army in Dec. 1974, and served the army for 17 years, undertaking the jobs of a monitor, political commissar, assistant, and secretary.

In August 1992, he transferred to the Organization Ministry of Xigang District in Dalian. In 1993, he went to business and set up Dalian Greatwall Trade and Commerce Cooperation limited. In 1998, he set up Dalian Xiyang Waterproofing Engineering Cooperation limited. With the registered capital of 30,000,000 Yuan RMB, the company is one of the largest waterproofing company in China. The Company is the drafting unit of the Standard of Non-organic Waterproof and anti-leading Materials of the Construction Trade in the People Republic of China, the Excellent Construction Enterprise of the Nation’s waterproofing trade in 2001, and the Famous and Excellent Enterprise of Liaoning Province in 2002.

In 2002, he set up the Stock Company of Hunan Zixing Chengjiang River Electric Power Cooperation, investing 0.2 billion Yuan RMB to build the Chengjiangkou Hydro-power Plant with Dalian Kaijing Group.

In 2000, Fan Xiyang is appraised to be the Excellent Entrepreneur of the National Construction-Waterproofing Trade, the excellent party member of the Trade-Commerce Bureau in Xigang District Dalian.
